Formal law governs the streets, but it is often ‘folk law’ – shared, informal conceptions of what is lawful – that determines how road users actually behave. In Paris, beyond cycle lanes and road closures, it is also in this area that the Hidalgo administration has embarked on an unprecedented transformation.
